If you have an idea and want to grow it, you may need a team. A Principal Investigator (PI) is usually someone who has done research for others before and has a PhD and now wants to go create their own research with the help of others.
You will probably want to have some papers to show you can do some research. Due to limited time and resources, you cannot run every experiment possible, so you have get a theorist who can help prioritize the experiments. Then you need to get the experimentalist who will run all the experiments. Then finally you can get data scientists to make sense of all data. You may also need engineers to build, tweak, and modify what is needed by the team. More tips here and here.
