Global information in the brain? back-propagation vs biological brains

In Artificial neural networks, global information is shared in the synapses via back-propagation. This seems in contrast to biological brains where the neurons only have access to local information via the synapses. We do know that neurons do communicate long range via analog brain waves, but we do not understand enough of those mechanisms and ANNs do not implement these at all.
